School Emergency Management Planning for Students with Disabilities

Students with disabilities should participate and practice evacuation procedures to the same extent as peers. Each student’s unique needs should be considered in the various potential emergencies that may arise in the school. The student’s school team should implement accommodations and modifications accordingly. PTs can play an important role in assessing the student’s physical abilities, recommending appropriate accommodations and equipment, assessing the building structure, and training the student and staff on emergency procedures.
The APTA supports PTs using their knowledge and skills in all stages of disaster management and to assist with the development of policies that help local communities and states to prepare. PTs should work with the Individualized Education Program (IEP) and 504 team members, including the family and building administration, to identify the need for a specific emergency plan for students with physical disabilities. The PT can identify a student’s physical needs, appropriate equipment, and provide staff training as part of that plan. Additional planning partners may include the school registered nurse, occupational therapist, school district safety officer, local fire marshal, and first responders.
